The Directorate has the following six-pronged programme mandate:

Ø  Scientific and Technical Exchange Programme (STEP) under the Nigerian Technical Cooperation Fund (NTCF);

Ø  Compilation and Management of Database of Experts;

Ø  Advocacy;

Ø  Collaboration with other Organizations;

Ø  Capacity Development Programmes; and

Ø  Technical Programmes.

Meet Our Director General

Okeoghenemaro Theodore P. Sefia Esq. joined the services of the Directorate of Technical Cooperation in Africa (DTCA) as an Assistant Chief Legal Officer in 2002, having been called to the Nigerian Bar as a Solicitor and Advocate in 1990 and served stints in private practice and the financial services sector in Nigeria.

 Sefia Esq. rose to Deputy Director, Legal and Head of Legal Unit and Legal Adviser to the Directorate before being posted to head the Diaspora Affairs Department of the DTCA, where he was promoted to be a Director. 

 He has been involved, among others, in all aspects of the DTCA’s engagement in multi-lateral and bilateral negotiations on technical cooperation, capacity building, and Trust Fund operations throughout the course of his career in the Directorate, particularly in the negotiations and operations of the Nigerian Technical Cooperation Fund (NTCF) at the African Development Bank (AfDB).  He has also been the Programme Coordinator of the Nigeria Diaspora Investment Summit (NDIS) since inception.

Sefia Esq. served as the Secretary of the Editorial Committee of the Directorate and in this regard, had direct responsibility for and involvement in the editing and publishing of the over eighteen publications of the Directorate.

In recognition of his efforts and service in the Directorate, Okeoghenemaro Theodore P. Sefia Esq. is a multiple recipient of the DTCA Director-General’s Annual Merit Award.

In March, 2025, upon the retirement of the erstwhile Director-General, Amb. Rabiu Dagari mni, Okeoghenemaro Sefia Esq. became the Acting Director-General of the DTCA
